AI success depends less on experimentation & more on disciplined scaling. Teams must close the gap between access & activation before autonomous capabilities.
Deloitte just surveyed 3,235 business and IT leaders across 24 countries.
The finding that stopped me is not the one making headlines.
Everyone is talking about the 74% of companies planning to deploy agentic AI within two years. That number is real, and it matters, but here is the one that should keep every leader up at night — only 21% of companies have a mature governance model for autonomous agents.
Read that again. Three out of four organizations are racing to deploy AI systems that can make purchases, send communications, and modify systems independently, and fewer than one in five has the oversight infrastructure in place to govern what those agents actually do.
The Deloitte report is blunt about it: AI agents are scaling faster than the guardrails.
There are other findings worth sitting with.
84% of companies have not redesigned jobs around AI capabilities. Most are educating employees on AI fluency, but far fewer are rearchitecting roles, workflows, and career paths around what AI can now do. That gap between fluency and redesign is where most organizations are stalling out.
Then there is the proof-of-concept trap. Only 25% of organizations have moved 40% or more of their AI experiments into production. The rest are stuck in pilot mode, chasing the next use case rather than doing the harder work of scaling what already works.
One healthcare AI leader in the report said it clearly: if there is no coherent AI strategy, you will see pilot fatigue. You chase the next shiny object, pressured to do something with AI without a real plan. I've seen that pattern in organizations I have worked with, and it is one of the most expensive mistakes a leadership team can make.
The Deloitte framework is the right one: close the gap between access and activation, build governance before you scale, and pursue strategic reinvention rather than incremental efficiency.
Governance is not the thing that slows AI down. It is the thing that allows you to go faster with confidence.
